What each level shows

Countries are whole-country outlines from Natural Earth - one dataset for all of Europe, so every coast and border is drawn the same way. NUTS 1 and NUTS 2 are the European statistical regions in which Eurostat publishes regional data; their borders come from national mapping agencies.

Why some countries stay whole

We only use regional borders where the national agency publishes them under a licence that allows commercial re-use. These countries therefore stay undivided at the regional levels: Georgia, Hungary, Iceland, Malta, Moldova, North Macedonia, Norway, Ukraine and United Kingdom. Their numbers are on the site; only their regional split is missing from the map.

Borders are strongly simplified for a map of the whole of Europe - not for measuring. Each country and region has a more detailed outline on its own page.
